Run time error '75' path/file access error

Q: Run time error '75' path/file access error

Hi Guys,

I am trying to digitally sign an xml document using client software. the application has a ' digitally sign button' and when i click on it I am getting this message "Run time error '75' path/file access error"
The digital certificate is in a usb drive. I am using vista HOme edition 32 bit version on a dell laptop.

There is no problem with digital ceritifcate or usb drive because i can digitally sign msword docs individually. the problem occurs only while using client software. i had successfully used the same client software and USB in signing xml docs in windows XP on a HP machine before.

Can somebody please help me resolve this issue.

A: Run time error '75' path/file access error

I really dont know the answer to this problem, but you could try a clean boot: Perform a clean startup to determine whether background programs are interfering with your game or program

and then digitally sing your document

Hi from Scotland. I get the above error as soon as I try to install a program called Carsoft, which is a car diagnostic program. I have a freshly installed copy of XP on an IBM Thinkpad, there are no other programs installed on the hard drive. I have tried right clicking and choosing"run as administrator" but get the same result, had a good look around the net but can't find anything exactly the same as my problem. I have used sysinfo and posted the results below. I have no antivirus as I will not be using it online at any time. Thanks for your time.

I have an access 2003 database that calls a VB6 module. The module starts and then I get a run-time error 75 path/file access error. I can execute the vb module outside of access but I have to run as administrator for it to work correctly. What can I fix so that the call from access will execute? I believe the issue is with comctl32.ocx and the status bar control inside the vb module.

This occurs in Vista on a new Viao laptop when trying to run a proggy written for windows. Apparently Vista lacks csrastl.ocx which I have copied from this XP home machine and registered it in Vista windows/system32. The install proggy was deliberately modified to take account for this but the situation has now changed and that peeps is no longer available to help.

Is there a quick and easy answer?
cheers

A:Solved: Error 75 in RS Home, Path/File access error

I had a query up on another forum where this has been answered.

The software had been written for earlier versions of windows so Vista did not have an appropriate file in its registry. Copying, pasting and registering this file in Windows system32 with the AUC switched off and a modified proggy downloaded and installed has done the trick. This problem and another has kept me busy all the weekend.
Cheers everybody.

Hello everyone,
I am having a problem with my computer atm and will give you the story.
I have a 1 tb HD, installing a fresh install of Windows 7 using an upgrade disc and a very helpful tutorial, since I was unable to install it on the whole drive I had to partition it to a 50gig and the rest as a second drive named Z:\

A week ago the 50GB had filled up so I went about removing some files and wondered why some of my C:\ Users \ May name folders and files were seeming to appear on both my drives when I changed the initial location of all images/music/etc folders to Z:\
I thought if I moved the appdata which was some 10 gigs alone and went about changing the location to the Z:\ with no apparent issue.

A couple of days ago I went to bed with my computer on and woke up with it as if it had shutdown and restarted, I logged in and assumed it was an update thought if this was the case I'd get a popup saying it had updated. I got nothing, so I ran Avast and Malware bytes to see if it was a virus, nothing.

Then I noticed my local area connection icon is stuck with a permanent X on it, even thought I am connecting fine. Now this is the problem..if I click on a program it will open fine do the Admin privlidges thing which I say yes to and its ok. But if I try to open anything like My name/Documents/Pictures/ Music or anything to the right of the start menu I get this error:

Hello everyone. I am trying to open a text document but this error keeps on popping out. I can open it by right clicking > edit and can also see the contents on the preview pane but it bothers me that I can't open it normally. Could this be a virus or a problem on the system? Text documents are the only ones I can't open. I don't have an anti-virus.

Here is a printscreen of the error:

Hello,

I've read through many posts here and on other sites as to the problem that may be causing this error I've been receiving:

On the Title Bar" C:\Windows\System32\Rundll32.exe
Body: Windows cannot access specified device, path, or file. You may not have the appropriate permissions to access the item.

My system is Windows Vista Business 32-bit SP-1. I had a nasty virus which I scanned with AVG (full purchased protection) and Malwarebytes. I have a sneaking suspicion that there are remnants of that virus still lurking, and/or there may have been fles that were deleted/quarantined that may be vital to my system.

It should be noted that I do not receive that error when trying to access all files. It's very inconsistent. I can access most of my Control Panel, but not themes or display settings. I also have an external monitor that will not display different screens, it will only mirror or run as the primary screen, even when I choose 'Display different screen' option. For the .exe files that don't automatically run, 98% will function if I right click and choose 'Run As Administrator.'

I've tried

-Disabling my anti-virus software

I am running Vista Home Premuim on a 32 bit computer

I am not able to run a virus scan. After I install the program and attempt to scan, the program acts like it's working but after just a few seconds it stops. When I try to open the program again I get this error message: Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item I've uninstalled that program and downloaded a new one and the result is the same. Today I downloaded a malware program hoping that might find the problem but that program also starts to scan and then stops and I'm unable to open it again. I've tried running both programs in safe mode with networking and again I'm unable to open the program and get the same error message. As there is only one user on this computer I'm certain I am the administrator.

I'm not an advanced pc user but I am able to follow instructions.

Any ideas on a fix for this?

Thank you!

My friends
Every few moments I have several pop ups occur which all started at the same time and seem to be interconnected. I have the C:\Windows\System32\cmd.exe, MSI, a path/file error 75, and a vcs_web file constantly prompt me to RE-install Microsoft Visual Studio which i have done several times and the problem still persists. Since all these pop-ups have occurred my Firefox always say the Program needs to close, and my internet explorer doesnt seem to work either.
I spoke to Dell, but the guy didnt seem knowledgable, he said I NEED microsoft visual studio, but i dont see how that will help my situation since the vcs_web file always asks me to install the Microsoft Visual Studio Express and after I install it the notes say it was a successful installation, but a few moments later it asks me to install it again.
I have done a registry, MCAFEE, and dell PC scan and nothing has solved the issue. I even tried a system restore and i noticed my restore points are only 2 days old which is after the problem started, so it wont help. Any intelligent suggestions?

The answer I found on MS's technet doesn't match my problem - It claims that this error happens when installing Project before Outlook. There is no Project installed on this computer. It runs OO for everything except Outlook, which allows users to get to our Exchange server.

Here's the really insane thing: 3 users have this error happen. 3 users are able to access outlook just fine. (I've personally tested and observed this behavior.)

Since my google-fu failed me and MS has been less than helpful, I turn to the vast knowledge of BC's users in the hopes that someone else has seen an error like this.

HELP!!!

Every time I download a winamp skin from their site it comes up with the error message stated in the subject after it has downloaded 99% of the file!

When downloading, the file is temporarily placed in here:

"C:\Documents and Settings\username\Local Settings\Temporary Internet Files\Content.IE5\6j8XMZO1\filename"

Is it just because I am not logged in as an administrator, or is it something else???

How can I overcome this problem???

A:Error message "Access to the specified device, path, or file is denied" when download

It is indeed probably because you are not logged in as the Admin. When you download skins for Winamp, they self extract and install to the proper directory. Sounds like the skin is coming down OK but when it goes to extract and install, it stops as you don't have access.

Under the circumstances, it sounds like something within the C++ runtime library has become damaged or corrupt. I think the first thing I'd do is create a new restore point.

System Restore Point - Create

Then I'd open control panel > programs and features and delete all references to Microsoft Visual C++ Redistributable. Depending on how you've used your computer in the past, you could have 10 or more listings going back several years. As you continue using your computer, if you come across something that needs a particular C++ version, you'll be prompted to install a fresh copy. Or, you could visit Windows Update and see if you can manually install fresh versions of all C++ distributions.

Hello everyone,

Firstly I would like to say that this seems like a swell enough forum as is and I am frankly out of ideas. About a year ago I had backed up a rather large series of files under one name for my roommate who was in the process of doing some "spring cleaning" on his computer. Fast forward to now and he is out of Hard-drive space damn near and has been unable to find the reserve file himself. Below is the directory under which I named and saved the around 200gb file of games and old-ROTC documents. Regardless the file needs to be found and even after un-hiding all files from the control panel, I have yet been able to locate it. It would seem to be simple enough, one would think that you could see the file name sitting above Program Files but it is not. Any one have any ideas, we would rather not have to reformat/ system restore if we can avoid it.

I opened my hard drive and reinstalled the s/w, thinking maybe that was the problem, but it wasn't.

A:SETX command: error: Access tot he registry path is denied

Hi,

According the issue, I suspect that you could boot Windows 7 in Clean Boot, and try to run CMD.exe as administrator then check the issue again.
http://support.microsoft.com/kb/929135

If the issue persists, you could contact the provider to get more information about this behavior and whether it would change any registry key. Also make sure whether
this behavior is allowed.

On the other hand, you could use Process Monitor to check which registry key cause this issue:
1.
 Download

Process Monitor. Run Cmd.exe as administrator.
2.
Run Process Monitor, enter the command in prompt window
3.
Stop Process Monitor after this error appears, save the log as a PML file.

Hi
My system is running Win 7 Professional 32 bit with 4gig RAM
I am experiencing a problem installing a piece of software - Laplink PC Mover - I need to migrate to my new machine.
The installer starts and the grinds to a halt with the error message:
"Error 1310. Error writing to file: C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Laplink PCMover Professional\Visit Laplink.com.url. Verify that you have access to that directory"
I understand from Laplink Tech Support that this is a generic Windows Installer problem, and searching the web it seems to crop up a lot.
I have done a lot of searching, including this site.
I have tried the solutions I have found so far:

Run as Administrator [my user profile has administrator rights but I tried that anyway]Run from the Administrator user accountInstall in Safe Mode - Windows tells me the installer is not available in safe mode!!!Un-registering and re-registering the installer via msiexecUsing the SubInACL tool to repair file and registry permissions
After all of this, I get the same result - the installer halts with the same message.
Can anybody help? I am desperate to avoid two days solid re-installing all my expensive software, finding product keys etc.

A:Error 1310. Error writing to file....Verify that you have access to that directory

Thanks
I had tried a clean boot [disabling all non-MS services] but had the same problem.
In the end, I contacted Microsoft support who took remote control of the PC and reset permissions etc with "Repair Windows" from tweaking.com. Whole process took a few hours.
Cost me £65, but worth it to save my remaining hair!
Software then installed okay.

Whenever I try to open a PDF file, I get the message that there is a problem with my Adobe Acrobat Reader. After clicking OK, I keep getting this message:

Windows cannot access the specific device, path, or file. You may not have the appropriate permissions to access the item.

which is under the heading of:

C:\Documents and Settings\Alfio\Local Settings\Temporary Internet Files\Content.IE5\5JII7HDM?

The letters & numbers at the end (after "Content.IE5\" are not always the same.

I've installed and uninstalled the newest version of Acrobat, but still get the same result.

Someone suggested using a different program instead of Adobe's, which I will probably do, but I'm more concerned with the idea that the problem is related to my registry.

I also cannot download the Adobe Flash Player, so maybe it is just an issue with Adobe programs on my computer, but this only started happening after I had to get rid of some viruses on my computer. Everything else seems to be fine, with no more virus problems, but I don't know how to go about dealing with this permission issue.

Thank you.

Hi,Ok, for the past few days my system has been giving me grief. I made the mistake of clicking on a file uploaded to RapidShare and after downloading it, the file disappeared in the blink of an eye (I kid you not). So I downloaded it again and clicked on the file through the download manager and it disappeared again. Weird. I also noticed when the computer is just idle (when I'm not using it) the IE browser would pop up on it's own with two windows of ads. Now, IE is on my system but I don't use it - I am a faithful Firefox user at the moment. Anyway, I strongly believe that RapidShare file is the problem. But it could be something else I guess. Come to think about it, it might be something else because I also clicked on a four JPG images from an email a client of mine sent me (I think by mistake though) and the image wouldn't open either for some strange reason. I've never had a problem opening up JPG files before.I have also downloaded and installed Spybot, Spywareblaster, and TrendMicro software. SpywareBlaster is actually working. But the other two I get the message when attempting to open them: Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item. Hello experts! I get the following message when I click on my internet explorer:

windows cannot access the specified device path or file. You may not have the appropriate permissions to access them.

I am the adminstrator on my machine, which runs on XP. I have tried the following:

1. installing IE8 - did not work.
2. uninstalling my AV software (McAfee) - made no difference, now I can't re-install it.

I am fairly certain there is a virus(trojan) lurking about, especially because I am re-directed to websites other than the ones I click on; my System Information is empty; and random sites pop-up when I am on the internet.

Right now, I have accessed the internet by using iexplore.exe on my flash drive.

Thanks!

Cannot access NAS Drives
Cannot access network attached storage
Error accessing NAS
\\Share\Folder is not accessible
Error code: 0X80070035 The network path was not found

Hi all,
I fixed a stubborn networking issue and hopefully someone else can benefit from all the frustration I have experienced over the last few days.

Some background. This was a workgroup network not a domain client/server.

I have five NAS boxes for storage and backup. These NAS boxes use CIFS or SMB file systems. IP address are assigned through DHCP. It is a very simple yet secure workgroup net. Everything was OK then it hit the fan.
I installed a new router after the old one failed. I powered down the entire network, cabled up and configured the new router. On my old Vista notebook PC all five NAS devices were OK. In Vista, Windows Explorer, I could access all the folders and files

However on all the other systems, Windows 7 or Windows 8, I would get errors. In Windows Explorer I could see "\\MyNAS\Share\" but cannot navigate to it.

I would get an error:

I am trying to create a SubProc that will check to see if there is any over lap of during the 'starttime' to 'endtime' time range that would cause a conflick of 2 codes being in the same 'AssignRoom' on a given 'CodeDate' during the starttime and the endtime. If so, then the 'Conflick' field would show "YES" otherwise "NO".
Problem is, I'm getting a error and can't see why. Any light on this issue is appreciated. I've attached a zip file of very small access db. The starttime and endtime as you'll see are text fields not time fields.

Hi, this is my first post hello everyone
Heres a problem which has affected and annoyed me for a long period of time. For this computer I use, whenever I download/install/unzip or just copy things from other location outside of my harddrive (even install things from cd) I often get a file corruption error, or CRC error. Let me give you few example of what I had experienced.

1) I downloaded a games, around 2Gb. Ok, so I installed the game, then when i play the game it crash a lot and give me error saying file corruption. How do I know its my computer causing error? well, I put the game's installer on share, and try to install it and play with my other desktop,it worked fine and perfectly, and if i have to copy the files from that computer to my computer. then the game will run smoothly

2) CD burning, everytime when I burn CD/DvD the files on the cd always doesn't match what i have

3) often downloaded .rar .zip type files from internet , i will get CRC error when i try to unzip them

I did a RAM check, its fine. I did reinstall my window like 5 times, sometimes my window is corrupt too. please, give me some aid, I just want to know whats causing this annoying error. Could it be my hard drive? Any comment will help =) . thanks!

Hello,

I have recently changed my laptop OS from Linux RHEL 6.4 to Windows 7. Before changing the OS, I have copied all my data (abt 40+ GB) into an external USB drive. When I tried to restore the backup files into the Win7 laptop, it gives an error viz : Filename

Is there any way/tool from Microsoft, thru which I can seamlessly transfer from my USB HDD to Local drive  ????

Note: After going thru a couple of blogs, I have used the Robocopy which is inbuilt in Win7 and was able to succeed to a greater extent...but not 100%.  There are few files which has been skipped by the command ( as per the copy summary, see attached)
and I am unable identify those exact files which are missed, so that I can manually located them on my USB HDD and copy to the local system.   Is there an way to locate those missing files ???

i hope someone can help me on this... very frustrating.

Problem Description: Recently my laptop stopped opening all files. pdf, exe
I use Firefox most of the time but also Google Chrome and sometimes IE.

Browsers will go thru the process of downloading the files but when I try to save or run it ... I get "Windows cannot access the specified device path or file. You may not have the appropriate permissions to access the item."

Then when I clic OK .. I get a Launch application window open for PPCNVCOM.EXE to choose an application to open it. I don't know what to do with that?

I just dont know what to do. I think I have tried everything but obviously not. Also have tried forums online looking for a solution, but every option requires a file to be downloaded and I cannot open any files successfully.

Word documents open ok. But any exe files just will not open, so even if I download something I can't open it anyway. Now pdf files will open Adobe but with the same pop up window... "Windows cannot access the specified device path or file. You may not have the appropriate permissions to access the item."

I have checked, actually I have reset all the system defaults but without improvement.

Please make some suggestion

Just downloaded Sequoia View. When I click on the exe file to install I receive an error message: "Access to the specified device, path, or file is denied"As far as I know , there is only one account, the Administrator.AVG Virus Check, and Spybot Search & Destroy come out clean. This problem only appeared after a massive "Windows Update" of about 40 files (the computer had not been connected to the Internet for over a year). No other downloads took place, the only action was Windows Update, AND I backed up a part of the registry with these instructions http://support.microsoft.com/kb/322755 for the part included in this fix (which I also did): http://support.microsoft.com/kb/886219Now it sems most exe files cannot open. Searched these forums, and Microsoft support site, couldn't find a solution. I highly uspect it to have been something from Windows Update. (I manually went to the website to do the update)

This may go along with the other post I started here and it may not. That is where you come in.

The company I just started working for is using a program that uses a Access Database with all of the info in it. This program was written in what I believe is Crystal language according to what I have gathered from doc types. It gives reports in .rpt format and I saw something else that said Crystal and so I looked it up and it was a language. The doc type is also a crystal report doc type apparently.

This program accesses the database and brings up model numbers and info about it. Now, normally we can put in these 3 fields needed and hit add to batch, then print batch and it will print. Something happened where now if we do it, once we hit print I get,

"Runtime error 3421- Data Type Conversion Error"

Apparently before the error this time, they would enter a letter or something instead of a number and it would give an error message. It would still show up in the access report though. Then my boss would go into the database and delete the bad entries and apparently it would work again.

Now we are having an issue where we get this error no matter what. They put in the same 3 fields as numbers and this error pops up. I cannot figure out why it is doing this and the program is basically useless right now. These entries are not showing up in the database either. We deleted all of the old entries that were made into the database and nothing... Read more

A:Run time error 3421 when using program that uses Access Database

WELL I FIXED IT! It was indeed an issue where an extra letter not a number got typed into a quantity field. Instead of being "6" it was "6B". I deleted the B and everything started working. I can't believe it was that easy. The reason I didn't catch it earlier was because it was in a completely different file than the one it uses to pull the information from. Apparently my boss didn't know that or whatever I am not sure. The program was open and so the access file was locked but I saw another access file was also locked. So I decided to see what that file was and I noticed the lookups in a table that we were trying to do every time we got an error. I then noticed the "6B" pretty fast and thought, no way it could have been this easy. But of course it was. Like it always is. He just told me that he used the other file. Well now I know!

Hello,
I'm a new member to this forum. I recently had a malware attack on my laptop related to hard drive diagnostic. I followed the instructions on this forum to run Rkill and install the malwarebytes program and running it. First time i was successful in running the Rkill and proceeded to the next step of running the Malwarebytes. I was successful in installing Malwarebytes and after the program came up it was not able to connect to the server for the updates. So I just continue with running the current version and it did find 5 malicious items which i removed successfully. Malwarebytes than required to restart the computer to successfully remove the infected files which i did. After the windows loaded the malware related to hard drive diagnostic came back. Now when i try to run Rkill it says access denied. Please help me remove this malicious infection from my laptop. I can provide with additional information like logs as requested. I will be very greatful to you all.

It takes a nose dive to a empty screen or freezes on any page it wants to , doesn't seem to matter whether i am on the Internet or off and in another program. I have to reset or turn the power completely off to it to get it to work again. When I restart it it gives me the error. Run Time error 62, input past end of file. Sometimes it will run a scan when it comes back on and it always comes out OK. I have tried running a thorough scan and it tells me that it has restarted 10 times and can not finish because there is a program running in the background that keeps it from running completely one time. I do not have any other program running that I know of and can not figure out what it could be. I did run the thorough scan when i was off the Internet. I have shut down my screen saver and anything else that I could think of that it might be. This has been happening for at least a week now. I am sooooo frustrated. Does this sound like a virus?

Either your protection agent has gone crazy or there's some autorun app on the USB drive. Format it if you don't care for the contents much.

The files are still in my Programs, but i can't access the shortcut and the icon looks corrupted(which is the only way I can describe it since I don't know exactly what it's called). Then it gives me the "Windows cannot access the specified device, path, file. Lack of permission" error. I tried disabling my anti-virus/firewall, didn't work. Help!

I've just done a fresh install of windows 7 on one of my computers to pass over to my sister as a gift. I set it all up at mine, updated all drivers and created an image thinking it was all ready to go...i was wrong.

I unplugged the pc, took it over to hers, plugged it in and it configured some recent updates. Once it finally loaded i try and access anything and it gives me the message in the subject title - no additional programs will run or load including firewall, anti virus, steam.

I cant even access the system restore as it gives the same message.

I thought that maybe a drive had come loose during the move but they show up and are browseable so i guess not.

I've read it could be malware but i ran malwarebytes full scan before disconnecting from the network and it showed all clear.

Any ideas? Could it be that i've not connected it to the network at her house or is that too simple?

So, i decided to install Medieval 2 Total War yesterday after months of not playing it, it installed fine and everything but when i went to click on the shortcut on the desktop it came up with the following message:

Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item

So, i'm on the admin account and i've tried re installing but its the same message.
I tried to install CoD4 just now but when i put the disk in and clicked install nothing happened, just like when i try and launch medieval 2 from the disk (i only get the message when i use the shortcut)

I also get the same message when i try and install the software for my webcam, i go to my computer and click the disk drive but the same message comes up!

I can launch games i've already installed, just not games i actually want to play! Maybe something i've done is blocking it?

Thanks any help would be great!

Hello Everyone. I am a 72 year old man who has tried to get to grips with computers since age of 60.

Hopefully someone can help - I have looked for an answer online but most of either does not work or is very complicated for your average man.

Windows 98 was the best operating system, everyone knows that.

Windows 7 has been treating me fine until recently.

Over the last week, 4 or 5 different programs that I have been using , wont load. They come up with the error message in the subject of this post. And it says i may not have permission to view the files? These are programs i downloaded such as skype, vlc media player, google talk, audacity, utorrent. Things like that. Only 1 did it at first, now 5. Really annoying and I cant see a reason for it. So I usually will have to download the program again, but I cant keep doing that and it doesnt always work anyway.

One idea i had , i thought it might be a problem to do with AVG virus killer thing.

I have AVG free virus killer thing but it keeps crashing. It says many files are unhealable cos theyre unabale to locate the file. and also it indicates that there is a problem with one of the AVG files. Sometimes avg wont respond . (it says not responding)

Does anyone have an idea of what I should look into ? I never had a problem with windows 98 until they started making stuff that only runs on later versions. I used to play worms on windows 98 for 8 hours a day.

Thanks
Simon - new member of this seven forum.

A:windows cannot access the specified device, path or file

i would like to add. The programs that dont work and come up with the error message, they used to have a proper icon . But now they have changed. They have changed to a white icon with a window with 6 little icons inside.

WHY IS THIS HAPPENING ALL OF A SUDDEN?

This notice has been appearing often the past few days. I am the administrator and have checked this out. I have run all the well-known solutions for anti-malware, -virus, and -rootkit programs but to no avail. I am unable to play DVDs, install new programs and open some existing ones. Other than re-uninstalling XP, I'm at a loss as to what to do. Can anyone please help?

Hello,

Working on an old Gateway laptop if you can believe that. I've been working on Windows machines for 20 years but I'm so stumped I don't even know where to start.

In a nutshell when I login with an Admin account I can't do anything. For example, I have a thumb drive with CCleaner on it and I'm blocked from installing it. I tried moving it to the desktop and it says C:\ is not accessible.

This is not the case, however, in Safe Mode. I have turned off the antivirus. I have used a Kaspersky Boot disk to remove a couple of malware problems. I have checked the Startup items for problems but don't see any.

This is an old computer someone gave to me to check out so I know little of it's history.

I cannot do anything with Users or Uninstalling programs.

Can you give me a place to start troubleshooting? I'm baffled.

All the best,

Luciano991

I get the error stating that windwos cannot access the specifed device path or file at random intervals for many different programs such as chrome, task manager, explorer.exe, steam etc etc. They stop working for a period of time and either a restart or letting it sit it then allows me to open the file with no rhyme or reason. Also it will be very slow loading programs and occassionally drops the internet. I have ran malwarebytes anti malware, anti rootkit, and have anti exploit running. I have comodo and microsoft security essentials also installed. None of these programs have found anything. I have ran several different programs i have found on this site and will post logs. Any help is very appriciated.

Help me.. I'm using Windows XP SP2.
Last June 10, 2009 I installed Internet Explorer 8 on my PC then I removed Safari. Then when I try to open exe. or msc. files, an error will appear "windows cannot access the specified device, path or file. you may not have the appropriate permissions to access the item."
Then I tried solutions from the forums I red:
1. Choose the folder you want to open, right click, then choose the General tab. In the Attributes, click Unblock
(but there's no "Unblock" in my pc, so its not helpful)
2. You should be logged in as Administrator
(but I'm logged in as Administrator, so its useless too.)
3. Scan your PC
(but my anti-virus is an exe. file, so I can't open it and can't scan my pc)

How will I fix it?
Please help me!!

I am currently running Windows XP SP3 and have a problem opening any of my antivirus software such as malwarebytes and windows defender. Every time i try to open one of these programs and a few other i get the message "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item"

I tried to uninstall windows defender and install it again but then i received this error in the middle of the installation "The installer has insufficient privileges to modify this file: C:\Program Files\Windows Defender\MSASCui.exe."

Does anyone have any ideas of what i should do to fix this?

Hey guys,

I've been searching for a solution for this problem for a while and none of the fixes I found ever worked for me. Lately whenever I try to install software some of them keep giving me the same error.

Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item.

I've ran scans and nothing has been found, I am an administrator and I do have full permission and I tried disabling my anti-virus and firewall (AVG and Comodo). However, I can install programs in the safe mode but again when I switch to the normal system I keep getting the error despite programs being installed. Any ideas?

Thanks in advance!

If you truly have a permsission problem, this administrator account will solve it.
It is the same for Vista and Seven
Use it to perform the problem activity thenonce the account, once the problem is resolved disable the account. This account is for limited use and not on a daily basis

If this solution does not solve the problem, we will look into changing your permissions, but you said that you already have full permission
Another method to resolve the problem is to try to download while in clean boot, if it works, follow the clean boot instructions to find the specific cause.

Hi, i have had this problem for the last two weeks and cant find out how to get rid of it. Windows pops up with this message whenever i try to open MBAM, adaware, advanced systemcare, hijackthis, etc....anything that invovles antispyware/antivirus. I have seen many ways to get rid of this, but they all seem system-specific. I am running on windows XP Home. Yes, i am administrator, and i believe the problem is spyware. Help appreciated!

Please do the following:

Please download DDS from either of these links

and save it to your desktop.Disable any script blocking protection
Double click dds.pif to run the tool.
When done, two DDS.txt's will open.

Note: you may need to rename GMER to REMG,com and run it in safe mode.

Download GMER Rootkit Scanner from here or here. Extract the contents of the zipped file to desktop.
Double click GMER.exe. If asked to allow gmer.sys driver to load, please consent .
If it gives you a warning about rootkit activity and asks if you want to run scan...click on NO.

Click the image to enlarge it
In the right panel, you will see several boxes that have been checked. Uncheck the following ... Sections
IAT/EAT
Drives/Partition other than Systemdrive (typically C:\)
Show All (don't miss this one)

Then click the Scan button & wait for it to finish.
Once done click on the [Save..] button, and in the File name area, type in "Gmer.txt" or it will save as a .log file which cannot be uploaded to your post.
Save it where you can easily find it, such as your desktop, and post it in your next reply.

Hi,
I have started getting this error message Windows cannot access specified device, path, or file, when I try to access .exe files on my computer in normal mode. Everything works just fine in Safe Mode. I am using windows vista 64-bit. Certain things work, Control panel, I can access my C drive, I can open pictures, notepad, and I can connect only with Internet Explorer. I cannot install downloaded programs, when I try it says a piece of the program I just downloaded is missing or didn't download correctly. In normal mode most of my icons are gone, just the generic windows icon for almost everything. Very few items in my windows toolbar seems to be missing as well.

Basically I have this file when I open says I don't have permission. I remember this happening before when I transferred some stuff awhile back. I found a pretty simple solution back then but I can't remember what it was now. It was something along the lines of putting the file/folder as accessible to any one using the computer or administrator or something like that. I can't remember exactly but it was very simple and basic.

The solutions I've read online involve anti-virus and other tedious stuff, please don't recommend that. If you have any idea of what my previous solution was please tell me.

One solution suggested that I right click on the file>properties>security tab and adjust something there. But there is not security tab when I right click the file. Another suggestion was adding it to the exceptions in AVG, that too did not work.

My old problem was that one of my drives say e: had about 10 folders and some couldn't be accessed, so I went through I think control panel did something that involved opening as administrator or something along those lines. It's all a blur as this was years ago. But I was using XP and AVG then as well.

Hi,
I have been having this problem lately. One day I logged into my account on this shared computer. Background was blank. When I click on start there is nothing pinned to the quick start menu anymore, instead it showed a flashlight. Nothing is loading up on the bottom right of the task bar. Only the sound options, and that doesnt load.
When I try to run ANY program, whether it be by double clicking, on the program directly from its install location, to using shortcuts, does not work. Instead it gives me an error.

"Windows cannot access the specified device, path or file. You may not have the appropiate permission to access the item"

After trying alot of things I found that I can start programs by right clicking on file from the program such as a .dll file for a game and "opening with" the .exe file that usually starts it. But this works on only a handful of programs.

I'm basically not able to do anything cept go on the internet microsoft word and a few games. Now, My sister has an account on this computer as well, and when I signed into it, its running almost perfctly fine, except for a few things, I tried to run system restore on her account, it gives me this error:
"A Runtime Error has occured. Do you wish to Debug?"
"Line: 148 Error: Oject expected"

I've tried clicking no, nothing happens, I tried cliking yes, all it gives me is an option to choose a "New instance of Microsoft Script Editor", which is then f... Read more
